🚧 Why Are Secretariat Employees Protesting?

For the third day in a row, government employees across various ministries are staging protests at the Secretariat, demanding the immediate repeal of the Public Service (Amendment) Ordinance, 2025. The new law, issued last week by the interim government, makes it easier to punish public employees for misconduct.
Punishable Offenses Under the Ordinance:
Disobedience and obstruction of work
Being absent from work, individually or collectively
Inciting others not to attend work
Preventing others from doing their duties
Possible Punishments:
Reduction in salary or rank
Dismissal from service
Removal from employment
Employees are to be given a 7-day notice to explain their actions. However, the President’s decision will be final and cannot be appealed. Protesters claim the ordinance is authoritarian, undemocratic, and poses a direct threat to their job security and freedom of expression.
If the law remains in place, it could have a chilling effect on dissent within government ranks. However, if protests continue to grow, pressure may build for dialogue or revisions. In the meantime, the Secretariat remains in a near-lockdown state.
