Under the new Jatiya Muktijoddha Council (Amendment) Ordinance 2025, By the word ‘Muktijuddho’ (liberation war), the ordinance meant a war waged against the occupied Pakistani force and its local collaborators - Rajakar, Al Badr, Al Shams, the then Jamaat-e-Islami, Nejam-e-Islam, and Peace Committee - between 26 March and 16 December 1971 to establish Bangladesh as an independent state with an aspiration to ensure equality, human dignity and social justice for the people of Bangladesh.

The law now officially divides those tied to the Liberation War into two camps: "Valiant Freedom Fighters" (Bir Muktijoddha) and "Liberation War Associates." The first group is combat-focused—civilians who fought with arms after receiving training, uniformed forces like the EPR and naval commandos, Mujibnagar government members, doctors and medics in field hospitals, and Biranganas, the women who survived wartime sexual violence. But here’s where it gets blurry. Those who played vital non-combat roles—think Mujibnagar-era MPs, diplomats abroad, cultural icons from Swadhin Bangla Betar Kendra, and international campaigners—are now labelled as associates
