National Consensus Commission is considering a Special Constitutional Order to implement the constitutional amendments proposed in the July Charter. This order would be a key legal mechanism to enact reforms without relying solely on a future parliament, as some experts had suggested. The commission has asked a legal expert to draft a detailed proposal on the order's scope and legal basis, aiming to send the final charter and implementation plan to political parties soon.

This approach comes after the commission discarded other potential methods, such as holding a referendum or seeking an advisory opinion from the Supreme Court. While many of the charter's 84 proposals can be implemented through ordinances or executive orders, the constitutional changes are the most complex. The Special Constitutional Order is seen as a way to address this legal and political challenge, fulfilling the commission's goal of implementing the charter during the interim government's tenure.

The Special Constitutional Order would function as a temporary, extraordinary legal instrument to give the charter's provisions a legal footing. However, its effectiveness is still a subject of debate. While it would provide a path forward, legal experts note that any ordinance or order must still be passed by the next parliament to become permanent law.

🚓 Hundreds of South Korean workers were detained in a massive U.S. immigration raid at a Hyundai-LG battery plant in Georgia.
